Is Dab Cart Packaging Affected by the PACT Act?

Yes, shipping policies for dab cart packaging are affected by the Prevent All Cigarette Trafficking (PACT) Act. The PACT Act was originally enacted in to regulate cigarette and tobacco sales and shipments. It was recently amended in late to include Electronic Nicotine Delivery Systems (ENDS), which now includes vaporizer batteries, cartridges, mouthpieces, and other vapor-making and usage equipment, even if they don’t contain nicotine (active compounds/oil cartridge pen packaging included).

The PACT Act enforces strict shipping regulations on all ENDS products, most significantly that they can no longer ship through the United States Postal Service (USPS). Other private shipping companies (UPS, FedEx) have followed suit and implemented their own ENDS shipping bans.

Additionally, age verification will need to take place upon receipt of ENDS products. While there have previously been business-to-business exceptions, moving forward, all ENDS products will need to ship with LTL freight companies.
